Portugal Starter Guide

Placeholder — Starter guide description — not client-approved

What the guide covers and who it is for is defined in EXPAT_PAL_WEBAPP_SPEC.md section 20. No approved description has been supplied.

Placeholder — the guide PDF, consent model and data-handling terms — not client-approved

The request flow is implemented and tested, but there is no guide to deliver yet, and the consent wording and retention terms are not approved (EXPAT_PAL_WEBAPP_SPEC.md section 48). Asking for an email address in exchange for nothing is not acceptable, so the form stays switched off in production. See lib/guide/config.ts and lib/leads/terms.ts.
